Board and Committee Members




Rebecca Tolstoy was appointed as a Member in The Order of Australia by His Excellency the Governor-General, with the approval of Her Majesty Queen Elizabeth II, in June 2018; for significant service to the community through leadership of social welfare organisations, and through support for victims of domestic violence.

Rebecca is a strategic and visionary leader with an EDGE. Seamlessly driving innovation, complemented by her professional occupation directing her accounting firm. Rebecca enjoys bringing her professional accounting skills and net work to board appointments in governments, private and other NGO’s.

Along with her family, career and Rotary involvement, over many years Rebecca has experienced the great pleasure and opportunities of travelling to collaborate internationally across cultures, genders, age groups, values, beliefs and perceptions. Her focus is to listen, in order to understand, while remaining focused on the agreed agenda.


JOHN GARLAND AM, Founding member

In 2007 John was awarded a Member in the General Division of the Order of Australia (AM) in recognition of his service to the Real Estate industry and the community. A Past President of the Real Estate Institute of Western Australia (1986-88) and recognized by that body with the Kevin Sullivan Award in 1992.

He was acknowledged with a Life Membership of REIWA in 1993. John is one of Western Australia’s longest practicing licensed auctioneers. John is a past Chairman of the Small Business Development Corporation in Western Australia, a position he held for seven years.

He was Deputy Chairman of Celebrate WA and is a Life Member of the Settlement Association of Western Australia. The Rotary Club of Perth is another commitment, where he is a Past President. John is a founding member of the Path of Hope Rotary-Salvation Army Domestic Abuse collaboration. A founding director of The Path of Hope Foundation board. John is a mentor patron for the Western Australian Police Force.  


STEPHEN INOUYE, Founding member

Stephen Inouye is Managing Director of Veritas Group ( an innovative solutions company focused on applying knowledge in technology and engineering to design and deliver digital experiences that simplify complex processes for industry.

Stephen in passionate about serving others and the community and is actively involved with a number of not-for-profit organisations including Path of Hope, Rotary, ScoutsWA, SonshineFM, and Blue Sky Pilbara. Through his experience gained in ten years of service in the US Army, combined with over fifteen years working in the corporate and small business sectors, Stephen brings a strategic yet hands-on approach to organisations with which he is involved. A founding director of Path of Hope Foundation board.



Brendan is a CPA with 25 years experience in the accounting and taxation fields, including 20 years working in public practice.  He is a manager at Pascoe Partners Accountants where he was worked for the past 10 Years.  Brendan is the Treasurer of the Path of Hope Foundation. He is also a member of the Rotary Club of Perth.

Brendan feels honoured to be part of a motivated army of people driven to the cause of providing tremendous assistance to those who are the victims of domestic violence in our community. A founding member and treasurer of the Path of Hope Foundation Board.


Ray Simpson, Western Australian Committee Chair

Ray is highly motivated and used his skills to provide solutions to his clients and help them achieve their objectives, weather they are business, wealth or personal in the most efficient way.

Ray is also a proud Rotarian with the Rotary Club of Perth and have been interictal to Path of Hope Gala in Perth Western Australia since inception, using his accounting and financial skills he acquired as a partner for Moore Stephens.

Ray is providing great governance and support to the Gala committee each year since 2016’s inception. Ray, in true Rotarian spirit mentors the Annual Path of Hope Gala committee members on processes and procedures. This gives a great foundation to the volunteer committee members who have aspirations to join boards in the future.

With the fast growing expansion of the Path of Hope initiative globally, Ray have taken the role as the Chair for the Path of Hope initiative in Western Australia.
